International Comparison Regarding the System of Fiscal Investment & Loan Program

On April 1st 2019, the Edwin O. Reischauer Center for East Asian Studies hosted a discussion by one of its visiting scholars, Kenichi Kakeya, from the Ministry of Finance (Japan), on the Japanese Fiscal Investment and Loan Program (FILP.)

Titled “International Comparison Regarding the System of Fiscal Investment & Loan Program”, Mr. Kakeya discussed the issuance of loans by the Japanese government, how they’re used as a measure of stabilization, and government response to the financial crisis.

Questions from the audience reviewed risk liability tied to the loan programs and their relation to Japanese infrastructure projects.
